Research On The Influential Factors Of Pengshui County Tourism Industry Policy Execution

Under the background of the new era,accelerating the development of the tourism industry is an important means of prospering the market economy,an inherent requirement of building a beautiful China,and an effective measure to enrich the people's spiritual life.Tourism industry policy as an important legal guarantee for the development of tourism industry,the policy implementation effect is good or bad depends on the policy goal,policy,resources,policy implementation and policy system environment,and many other factors.Scholars in related fields have conducted research to varying degrees on tourism industry policies,policy evaluation and factors influencing the implementation effect of tourism industry policies.But overall,the current domestic policies on tourism industry,tourism industry policy implementation effect factors of influence is more to stay in the study of the theory of the macro level,combined with local practice explore tourism industrial policy implementation effect and the empirical analysis of the influence factors of the tourism industry policy implementation effect,etc have larger research space.Under the promotion and guidance of provincial and municipal level tourism industry policies,Pengshui county,as a minority autonomous county with Miao nationality located in southeast Chongqing,has made good achievements in promoting the development of regional tourism industry with its good ecological environment and unique folk customs.But overall,Pengshui county tourism industry development is still in its infancy,the tourism industry of comprehensive impetus function is not obvious,needs to improve social and economic development benefits.Therefore,for the improvement of the relevant theoretical research necessity and reality of practice,the purpose of this study is to review and summarize the tourism industry policy implementation effect of the existing research,select the Chongqing Pengshui county as the research object,mainly to explore the influence factors of its tourism industry policy implementation effect,combined with field investigation and interview,analyzes the existing problems in the process of policy implementation,and puts forward the corresponding optimization countermeasures.Guided by the policy process theory and policy evaluation theory,this study comprehensively USES normative analysis method and empirical analysis method,defines relevant concepts on the basis of literature review,elaborates on the status quo of the implementation effect of tourism industry policy in Pengshui county from three aspects,including historical background,main content and practical effect,and then conducts an empirical analysis on the influencing factors of the implementation effect of tourism industry policy in Pengshui county of Chongqing from six dimensions of horns-mitt model.Based on the analysis results,this paper proposes countermeasures and Suggestions for optimizing the implementation effect of tourism industry policy in Pengshui county of Chongqing.This study content is divided into seven chapters,specific as follows: chapter 1 is the introduction,the main purpose of this article research background,research significance,research status,research methods,such as to facilitate subsequent papers;Chapter 2 is the concept definition and theoretical basis,defining the tourism industry policy,policy implementation,policy implementation effect and other concepts,and analyzing the theoretical basis supporting this study.Chapter 3 is the status quo analysis of the implementation effect of the tourism industry policy in Pengshui county,aiming to clarify the development process of the tourism industry policy in Pengshui county and grasp the actual effect of the implementation of the tourism industry policy in Pengshui county.Chapter 4 is the empirical analysis of the factors influencing the implementation effect of the tourism industry policy.Relevant evaluation contents are determined through the six dimensions of the Horn-Mitter model.Relevant data are obtained through questionnaires and interviews to empirically test the factors influencing the implementation effect of the policy.Chapter 5 is based on the results of empirical analysis,combined with the relevant data obtained from field research,to analyze the problems in the implementation process of the tourism industry policy in Pengshui county.Chapter 6 is the countermeasures and Suggestions to improve the implementation effect of the tourism industry policy in Pengshui county.Chapter 7 is the research summary and research outlook.By summarizing the process,harvest and results of this paper,the future research on relevant content is prospected.The innovation points of this study are as follows: first,in terms of research content,Pengshui county of Chongqing is selected as the research object to carry out in-depth research on the influencing factors,existing problems,countermeasures and Suggestions of the implementation of tourism industry policies,which is conducive to enriching the relevant research content;Second,from the perspective of research,the evaluation content of influencing factors to verify the effect of policy implementation is designed based on the content of six dimensions of horn-meter model.On the basis of empirical analysis,it is conducive to accurately grasp the practical direction of improving the effect of tourism industry policy implementation in Pengshui county.
