A Study On The Optimization Of Rural Tourism Policy In Jinhua City From The Perspective Of Policy Tools

Jinhua City,Zhejiang Province,is a city in the central area of the Yangtze River Delta.Its rural tourism resources are very diverse and rich.How to better promote the sustainable development of rural tourism in Jinhua City,promote rural revitalization,and drive farmers’ income has become a widely concerned issue.The rural tourism policy is the core of promoting the healthy development of rural tourism in China,and it will have a direct impact on the development of rural tourism in Jinhua City.Therefore,analyzing the current situation of rural tourism in Jinhua City from the perspective of policy tools and studying the application of policies in the development of rural tourism in Jinhua City is of great significance for promoting the healthy and vigorous development of rural tourism in Jinhua City and achieving rural revitalization in the future.The selection of rural tourism policy texts from 2006 to 2022 is based on the following reasons: 1.Before 2006,there were very few specialized policies introduced for rural tourism,and most of them were only slightly mentioned in the planning guidelines.In2006,the development of leisure and sightseeing agriculture was first included in the "Eleventh Five Year Plan",and rural tourism was regarded as an important way to solve the "three rural issues".Since then,rural tourism policies have grown rapidly.In 2006,it was designated as the "China Rural Tourism" year by the former National Tourism Administration,marking a new journey for rural tourism in Jinhua City.Firstly,based on existing research,this article draws on famous theories on the classification of policy tools both domestically and internationally.From the perspective of policy tools,a framework for analyzing the text of rural tourism policies in Jinhua City is constructed.Secondly,the characteristics of rural tourism policies in Jinhua City in different periods are explored.Finally,policy text analysis is used as the research method,and the collected rural tourism policy texts from 2006 to 2022 in Jinhua City are used as the research object,Systematically code and analyze the samples to identify the problems in the use of rural tourism policy tools in Jinhua City.Finally,optimization suggestions for improving rural tourism policies in Jinhua City were proposed based on the problems identified from the analysis.Research has found that there are problems in the use of environmental policy tools in rural tourism policy tools in Jinhua City,such as excessive use of environmental policy tools,imbalanced internal structure of environmental policy tools,insufficient use of demand based policy tools,different regional collaborations among policy entities,and insufficient momentum for policy formulation.In response to these issues,this article proposes optimization measures such as adjusting the frequency of using environmental policy tools,increasing the frequency of using tax preferential policy tools,increasing the use of demand based policy tools,strengthening intergovernmental collaboration,and improving government regulatory legislation,based on the actual development of rural tourism in Jinhua City.These measures provide a reference basis for improving the rural tourism policy system in Jinhua City in the future.
