The ice-snow tourism is a kind of modern tourism product which is more and more popular, it encompasses the feature of sightseeing, entertainment, fitness and sports. According to statistics, there are billions of people participate in the ice-snow tourism every year around the world, and the income amount is almost tens of billions of dollars. So the development prospect is very good. Harbin is located in the northeast part of China, the location and climate are all good for the ice-snow tourism development. Even so, there is a big gap between Harbin ice-snow tourism development from the national level. Meanwhile the competition in the domestic is becoming more and more fierce. So we should proceed the development from the view of ice-snow tourism resources. We choose’Tourist Experience’ theory to analyze the development of Harbin ice-snow tourism resources.Based on the reference of relevant materials and dements from domestic and foreign, we did the research about tourists experience on Harbin ice-snow tourism resource through the questionnaire survey. And then analyze the demographic characteristics of tourists, the travel behavior characters, divide the tourist market. In addition, to do the factor analysis on all the elements of tourist experiences by use the SPSS software and test the tourist experience factor model of Harbin ice-snow tourism resources. According to the data, we divide the tourist experience into five aspects:the tourism environment experience, the tourism activities experience, the basic service experience, the service and infrastructure experience, the supporting facilities experience. After that used analysis of variance to study whether there is significant differences between the demographic characteristors, the travel behavior characters and the factors of tourist experience. The results show that there are significant differences between education background and tourist environment, profession and environment, basic service, supporting facility, income level and environment, service and basic facility, supporting facility. And there are significant differences between tourist behaviors and experiences.At last, points out some suggestion and measures for the development of Harbin ice-snow tourism resources from exploit tourism market by different levels, build tourism environment, develop the tourist activities, improve tourism service and facilities, in order to provide the theory basis and the suggestion for the development of Harbin ice-snow tourism resources.
