The "13th Five-Year Plan for Science and Technology Innovation in Modern Service Industry" clearly states that the scientific and technological service industry will promote the scientific research and practical ability to enter the world's forefront development goals.In response to this goal,it is necessary to deeply study the current level of development of China's science and technology service industry,and to thoroughly explore the "quality" of innovation and input and output of science and technology service industry,that is,the innovation efficiency of science and technology service industry.Only by finding the optimal solution set of high-efficiency development of science and technology service industry can we promote the development of China's modern industrial system more broadly and deeper,and finally realize the strategic goal of enhancing the status of China's industrial global value chain.The article takes 30 provinces in China as the research object,uses the innovation input and output data of science and technology service industry in 2006-2016,and uses the Malmquist index decomposition method in DEA to examine the innovation efficiency of China's science and technology service industry from the two dimensions of scale efficiency and pure technology efficiency.Using ArcGis hierarchical clustering analysis to investigate the spatial dynamics and regional non-equilibrium development of innovation efficiency of China's science and technology service industry,and the key influencing factors of China's science and technology service industry development in the eastern,central and western regions under the framework of panel measurement model analysis.The empirical results show that the innovation and efficiency development of the science and technology service industry generally shows a stepwise weakening from the eastern region to the western region,and the spatial pattern of internal development is not balanced.The spatial characteristics of scale efficiency and pure technical efficiency do not coincide;the innovation efficiency of science and technology service industry in the central and western regions Due to the combination of scale efficiency and pure technical efficiency,the eastern region is mainly affected by pure technical efficiency.Due to the influence of regional development level,human capital,as a key factor in innovation activities,has different influences on the innovation efficiency of various regions' science and technology service industries.The gap that leads to uneven development between regions can only be temporarily reduced by the increase in scale efficiency,and it is impossible to truly achieve technical efficiency.Finally,suggestions are made:under the government's targeted planning and coordination,rationally arrange innovative investment,strengthen the support capacity of scientific and technological research and development,promote the integration and development of advanced manufacturing and science and technology service industries,and strengthen the construction of agglomeration areas.
