In recent years, the price of gold continued to rise, making the rapid developmentof Xincheng Gold Mine. However, the rapid development has brought huge revenue,also makes the safety issues more fully exposed. How to achieve two-waydevelopment of work performance and safety performance? The double-effectcompetency model of special operations positions provides the solutions. This paperis the application of the foundation around the special operations personnel’scompetency.There is a mutual influence and interaction relationship between workperformance and safety performance. This study quantifies the work performance andsafety performance, identifies their a positive relationship, which will lay thefoundation for the double-effect competency model. Summarized and classified thecompetency on the basis of job analysis and refer to the literature, determined the corecompetency of questionnaire through interviews and open survey. Using SPSS16.0statistical analysis software for scientific analysis and research, build and validate thedouble-effect competency model. According to the model, propose a series oftargeted management measures. The main conclusions are as follows:(1) There is the positive relationship between job performance and safetyperformance. Since there is no clear boundaries between each other, they havecombined effect by certain factors, one change will eventually lead to changes in thesame direction for another one.(2) Build the gold special operations posts double-effect competency model.Mainly includes: Sense of safety responsibility, emotional stability, emergencyprocessing, knowledge and skills. Four characteristics are composed of a completesystem: the accumulation of safety knowledge is the input terminal, the sense ofsafety responsibility and emotional stability play the role of intermediate conversionstation, after trained, special workers’ knowledge and skills performance theprocessing power of a series of things, while the the emergency contingencyprocessing power is the output terminal, which ensure the improvement of jobperformance and safety performance in the production process.(3)Put forward management measures based on the double-effect competency.Divided into two parts of the new and old employees. For new employees, focus on the measurement and evaluation of the personal qualities; For older employees,according to the relationship between competency and working attitude, as the casemay take training, transfer, dismissal and other measures. Training mode based on thedouble-effect competency model, break the limitations of traditional training systems,and meet the needs of training effectively, the method is more flexible, the effect ismore pronounced.
