:The welfare system has become one of the key factors for the comprehensive evaluation of enterprise employees, as one is faced with the Shanghai civil aviation enterprise strategic transformation period, soaring rate of loss in high speed development and expansion is the corporate talent, how to keep it has become one of the urgent problems of enterprise. The middle management in Shanghai H airlines, the author in this paper, by means of investigation and analysis, to understand the current situation of Shanghai H Airlines welfare needs of employees and welfare satisfaction, as well as the impact of employee benefits generated on the turnover intention, by comparing the data found in the transformation of Shanghai H Airlines existing welfare system problems, and to design a set of suitable for Shanghai H Airlines design menu welfare system, the scheme through optimization of overall goal difference, solves the employee welfare needs of Shanghai H airlines, meet different needs of employees in gender, age, length of service, education and other staff characteristics, and then improve the welfare Shanghai H company employee satisfaction, improve employee loyalty to.In this paper, through the investigation on Shanghai Airlines H32to participate in the pilot of the staff, the implementation effect, the menu type flexible benefits program practice prove, menu style welfare plan is proposed in this paper to solve the difference of staff welfare needs of Shanghai H Airlines problem fundamentally, to the more prominent effect on the improvement of Shanghai H the airline welfare satisfaction.
