The Optimization Studies Of The Cultural Endowment Engineering Of Shandong Tobacco Systems

The pension problem is an important hot issues in an aging society. At present,China’s aging population increase quickly.The exploration and development of a newly and efficily pension model is an important issue for the current government and social. In this paper, we will suevey and research the "Cultural endowment project" of Shandong Provincial Tobacco Monopoly Bureau (Company) and analysis the tobacco industry and the national pension to summarize the effectiveness of Shandong Provincial Tobacco Monopoly Bureau.First, we describe the views of Scholar and conduct the theory of employee benefits, EAP theory, Tourism endowment theory and cultural endowment theory,we analysis the positive role of the "cultural endowment and summarize the advantages and disadvantages of the Water Resources Department of Jiangsu and Shanxi Coal Group " cultural endowment.Secondly, analysis the "cultural endowment" mode of Shandong Tobacco, analysis the Status of the retired people to explain the Significant effect of "cultural endowment " mode, Summarizes the good experience of Shandong tobacco. Pointed out that the "cultural endowment" is the advanced form of the growing material and cultural needs of the traditional pension which based on the needs of the elderly.Lastly, we reconstruct the modle of "cultural endowment " to make it so perfect, at the same time, we put forward much advice from legal, organization, funding to develop it.
