Therefore, the eradication of poverty is not only strive for the ideal of human society, it is common goals and tasks facing the world today.Ningxia Liupan Mountain areas is the most backward regions of Ningxia’s economic development, is the main battlefield of the National Anti-Poverty. Concentrated25.68%of the population in Ningxia to32.29%of the land area, but the wealth created, but only7.59%of the Ningxia. The2011Ningxia Liupanshan tertiary industry the proportion of GDP, respectively26.46:25.77:47.77.
