This paper employed theories of Ecological Appropriation, Grey System, Game Theory respectively. Safety and carrying capacity of ecosystem assessed based on theory of ecological appropriation, the quantitative relationship degree among major ecological, economic and social activities analyzed based on Grey System Theory, the method of Game Theory applied to analyses impact factors on production and consumption of green products market in Xichang, Sichuan Province. The main idea of man-land harmonious relationship and ecology and economy integration is managed according to the logical order from the macro-level of eco-industry development to micro-level of eco-industry organization. The fundamental purpose is to reveal the law of the role of eco-industry in preservation of ecosystem, to reveal the law of eco-industry allocation, to reveal the law of eco-industry organization in accordance with the principle of integration theory and practice, quantitative and qualitative analysis, abstract concept and case study, spatial analysis and key area study. The significance of the paper lies in providing theoretic evidence and practical example for eco-industry development in mountain areas.The method described below consists of twelve main chapters: (1) mountain ecosystem and conservation; (2) eco-industry and development background; (3) the characteristics of eco-industry in mountain areas; (4) ecological industry allocation; (5) the accounting system of eco-industry; (6) the condition of eco-industry development (7) coordination between ecological, economic and social activities and ecosystem safety; (8) the economic pattern and operation framework of eco-industry development; (9) the relationship degree between ecological environment and social economic activities in Xichan; (10) the impact of industrial activities on ecosystem and assessment of ecosystem safety; (11) organization study on eco-agriculture; (12) organization study on eco-tourism;Major conclusions including: (1) the standards of eco-industry is to meet strictly the requirement of environment conservation in processing of enterprises production and management, in products quality, in effect of environment simultaneously; (2) the fundamental point of eco-industry allocation is to set up dominant industries based on resource, science and technology, market and benefits; (3) eco-industry developed smoothly depends on the improvement of the accounting system of national economy,that is to say the cost of resource and environment should be brought in to line with the accounting system; (4) the area and volume of soil erosion is closely related to the intensity of agricultural activities. To supervise human activities in agriculture is an effective way to control soil erosion; (5) the total value of ecosystem service is9$276.83 million US dollar. Of the total value, 62.70% comes from forest ecosystem; 1.28% from grassland ecosystem; 35.16% from water ecosystem; and 0.86% just from farmland ecosystem in Xichang; (6) the ecological footprint of per capita is 1.4hm2, the carrying capacity of ecological footprint only is 0.8hm2, there is ecological deficit per capita 0.6hm2, the safety of ecosystem is threatened due to resource exploitation dependence on local resource absolutely in Xichang; (7) sensitive analysis shows that the ecological footprint per capita will decrease 2.21%, ecological deficit per capita decrease 5.32%, while energy consumption decrease 10%; bio-carrying capacity per capita will increase 9.92%, ecological deficit per capita will decrease 14.01%, while agricultural output increase 10%; (8) eco-industry development relies on the improvement of environment background survey, construction eco-industry pattern, innovation of eco-industry science and technology, construction system of environmental management in enterprises, certification of eco-products, price of eco-products and market supervision. The role of governments is to draw up eco-industry development policies, eco-industry development planning. On the other hand, the key of eco-industry operation and improvement is enterprise how to carry out strictly resource utilization, product production, processing technique and management complying with the principle of ecology.
