The advance of industrialization and the development of modern agriculture has created a lot of material wealth for mankind, but also brought many problems:environmental pollution, imbalance of ecology, soil degradation and decline of food quality. Food safety issues arouse increasingly concerns in the global. Green food is safe, high-quality, nutritious product, it can meet the consumers’requirements of security. Meanwhile, the development of green food industry can increase the income of farmers, adjust the agricultural structure, protect the resources and the environment and improve the competitiveness of agricultural exports. Let the economic benefits, social benefits, ecological benefits grow simultaneously.The perspective of study based on the basic concept of the green food and its classification and the characteristics, then review theories such as Sustainable development theory and Industrial cluster theory, in order to explore the objectives and significance of the development of green food industry in Heilongjiang Province.Based on the actual situation of Heilongjiang Province, the study summarizes the achievements of the green food industry development in recent years, simultaneously pointed out the problems of the development, included the Government’s lack of effective macro-control, low level of R&D led to extensive development characteristics, urgent to optimize the product structure, the brand clutter, infrastructure, business conditions and ways of distribution is backward. And on this basis, analysis the experience of the organic food industry in the United States, Germany, Japan, and learn the experience from the two dimensions of the government and enterprises.To achieve a better and faster development of green food industry in Heilongjiang Province, we need to transfer the extensive development to intensive development, specifically speaking, measures should include the following aspects:Firstly, the government should formulate and implement of the industrial policy conducive to the development of the food industry, establish the strategic position of the modern agriculture, insure the policy innovation and strengthen macro-management; Secondly, optimize the environment of scientific and technological innovation, increase the investment in science and technology, through the combination of production and research, to accelerate the progress of science and technology as well as the transformation and application of scientific and technological achievements. We also should strengthen the functions of technological factors in the Industrial development; Thirdly, nurturing national green food wholesale market, through the establishment of a large market for better development of the enterprises and products, promote the development of regional economic; Fourthly, the development and implementation of brand strategy, through the integration and promotion of brand, to enhance the overall competitiveness of the green food industry in Heilongjiang province; The last method is to build a cluster of green food industry, enhance the level of industrial development.
