Research On Local Government Public Finance Expenditure Mechanism And Its Optimization In China From A Perspective Of The People’s Livelihood

In the background of the rapid development of society and economy and thegovernment pays great attention to the people’s livelihood. Reasons for choosing thistopic of local government public finance expenditure mechanism and its optimizationin China from a perspective of the people’s livelihood is mainly based on thefollowing two points:(1)Research on the local government public finance expendituremechanism and its optimization in China from a perspective of the people’s livelihoodis a weak link in the study of our country. Mainly manifested in two aspects: The first,in the people’s livelihood perspective, There is no systematic exposition of theconcept and function of local public financial expenditure mechanism. Thus thetheoretical basis of to promote the construction of local government fiscal expendituremechanism in the people’s livelihood is not sufficient. The second, at present ourcountry has not set up perfect mechanism of local fiscal expenditure on the people’slivelihood, to lead the game behavior of the local government in the construction ofpublic finance expenditure and central government: more money, less supporting,upward transfer the financial burden; more loans, less debt, escape the actualexpenditure responsibilities.(2)Local government public finance expendituremechanism and its optimization in China from a perspective of the people’s livelihoodis our country to improve people’s livelihood problem is an urgent need to strengthenthe research of practical problem. At present the central government to strengthen theimplementation of the policy on improving people’s livelihood, but local governmentscan not keep up the pace, local government expenditure mechanism is not perfect,there are the following outstanding problems: local fiscal function definition is notclear, people’s livelihood investment insufficient; mechanism design is not standardand so on. These all lead to people’s livelihood problem is more and more serious,mechanism construction can standardize the behavior of local government, therefore,research on the local government public finance expenditure mechanism and itsoptimization in China from a perspective of the people’s livelihood is a major issueworthy of serious study.This paper study includes six chapters. The first chapter:” introduction”, mainlyexplained the background of the topic selection and the method of this paper, researchdirection of the thesis is determined. The second chapter:” the related theory of localgovernment public fiscal expenditure and the people’s livelihood”, mainly explains their concepts, combing their function. The third chapter:” people’s livelihoodexpenditure mechanism construction and practice of the people’s livelihood forreference abroad”, mainly analyses the construction of some foreign developedcountries fiscal expenditure mechanism in the people’s livelihood, our country canlearn it. The fourth chapter:” analysis of situation of local government financialexpenditures on people’s livelihood at present in China”, by more detailed descriptionand analysis of the current situation and existing problems of local government fiscalexpenditure mechanism construction on the people’s livelihood and it madeachievements. The fifth chapter:” local government fiscal expenditure mechanismoptimization strategy from the perspective of improving people’s livelihood”,including the overall optimization strategy and specific optimization strategy.
