In the changing economic situation, the senior accountants play a more and moreimportant role.To select senior accountants that truly meets the needs of social development,not only the needs of market economy development, but also the needs of economicdevelopment in Xinjiang. Only the senior accountants that truly have long-term strategicvision,can continue to promote the level of economic development. At present,in our countryto get the title of senior accountant general subject to Professional Accreditation Committee.Itis a comprehensive evaluation of the overall quality of accountant. Those accountants whomeets the requirements and with highlight quality can get the title.There are many problems inthe quantitive assessment of Xinjiang,not really achieve the purpose of quantitative.So theassessment process inevitably lack of objectivity and impartiality,which affect the scientific ofsenior accountant’s selection and training.So it is urgent to build a quantitative evaluationsystem of senior accountant qualifications,to evaluate the account practitioners objectively,scientifically and fairly, and to select the high-end accounting talents meet the marketeconomy needs for Xinjiang.This study uses the method that combine norm and empirical,qualitative analysis andquantitative research,to study the quantitative evaluation system of senior accountantqualification. On the basis of brief combing the domestic and foreign research literature andcurrent situation, this study find the shortcomings of existing research and the main problemsto be solved. Based on Competency Theory,combine with the analysis the problems in thequantitative assessment of current Xinjiang,to determined assessment elements and indicatorsof senior accountant qualification.On this basis to design questionnaire,to obtainrepresentative data of senior accountant assessment indicators for statistical analysis.To studyour senior accountant qualification’s assessment indicators from the perspective of socialneeds.On the basis of the above research,this study uses Analytic Hierarchy Process methodto build capacity index system and determine score,to achieve the purpose of quantitative andevaluate the accountants fairly and objectively.
