China’s economy has experienced a rapid development in the past thirty years of China’s reform and opening to the outside world. The traditional mode of high energy consumption and high pollution has resulted in excessive consumption of resources and increasing of green house gas emission, which made the carbon feature of China’s economy very prominent. In recent years, researchers from all over the world are paying much more focuses on the issue of carbon emissions. Governments are struggling to find more feasible strategic options which can help us to achieve the goal of lowing carbon emissions and adjusting its present industrial structure. As an important factor that affects carbon emissions, industrial structure has become a heated discussion among famous researchers in the world, the conception of low carbon economy has also been introduced to the world. The development of low carbon economy is deeply affected by industrial restructuring. Exploring the impact that industrial structure has on carbon emissions is significant for grasping the change of carbon emissions caused by industrial structure and pursuing feasible political strategies to control the increasing of carbon emissions.The paper is mainly theoretical analyze the impact of carbon emissions from industrial structure, which is based on the current situation of industrial structure and carbon emissions, then makes a empirical test of China’s industrial structure on the impact of carbon emissions by using the panel data model. The empirical analysis of regional dimension showed that second industry is the may factor that affects regional carbon emission intensity. Industrial restructuring can promote the decreasing of carbon emission intensity effectively. The coordination degree in the internal structure of east is much higher than other areas of China, making the corresponding of industrial structure and carbon emission intensity more relevant. Depending on these findings, there is further research about problems that may appear on the way of controlling carbon emissions and developing low carbon economy. The main purpose is to pursue strategies which can help to achieve the goal of reducing carbon emissions and promote the industrial structure to be optimized and upgraded and then put the impact on a low level.
