Agriculture is the foundation of China’s national economic sector and the vitals ofthe entire national economy. Thus "three agricultural problems" about China’s economicdevelopment has become an important issue. The income of peasants is the core of“three agricultural issues".As land production is the main source of income for farmers,peasants depend mainly on land. After20years of reform, China has established a newtype of rural household land contract system, Chinese agriculture indusrty hasdeveloped very quickly, but with the economic and social development, the irrationalfactors of the existing system of rural land increasingly manifested. The currentoverpopulation is a basic national condition in our country, land circulation aresluggish, land reform as a result of the lagging per capita2acres to the production ofsmall-scale family farmers are constraining revenue increase, and are becoming furtherconstraint for China’s rural economic development and the main factor about socialstability in rural areas. Particularly after China joining in the WTO, fierce competitionin the international agricultural market, which have made serious challenge for ouragriculture, in fact, which is a serious challenges for our land reform. Therefore,continue to promote the reform of the system of transfer of land, speed up rural landcirculation, promote agricultural operation, release the surplus rural labor, raising farmincome, the realization of agricultural modernization is imminent.
