Research On Low Carbon Economy Evaluation Index System And Empirical Analysis In Hubei Province

The use of fossil energy in industrial society resulted in a large number of greenhousegases such as carbon dioxide. After the "low carbon economy" was put forward for thefirst time in2003, the relevant research on low carbon economic is increasing, and it getsgreat attention of governments around the world. High energy consumption industry suchas iron and steel metallurgy, chemical industry, construction and mechanical industrymake a great part of the GDP of Hubei province. In the background of calling for lowcarbon economic, it is very important for Hubei province to change the economic growthmode of high-energy-consumption.This paper reviews the connotation of low carbon economy, low carbon index syste mand related policy research at home and abroad. It discovered that scholars’ research onlow carbon economy mainly focuses on the macro level, and the relevant quantitativestudy is rare. This paper comprehensively analyzes the intensions of low carbon economybased on the five aspects of economic development, resource endowments, technical level,social consumption and environmental protection. This paper established an evaluationindex system of the low carbon economy development level by using system theory. Thisindex system is composed of23indicators，and covers5aspects which are economicoutput, energy consumption, low-carbon technologies, social consumption andenvironmental protection, aimed at a comprehensive evaluation of low-carbon economydevelopment level about provinces in China.According to the evaluation model, this paper uses the date from2003to2010ofHubei province, and evaluates the low carbon economy development level of Hubeiprovince by analytic hierarchy process (AHP).The results show that low carbon economicdevelopment of Hubei province is on the rise excluding the energy consumptionsubsystem, especially for the year from2006to2009. Based on the empirical evaluation,this paper provides some feasible suggestions about the development of low carboneconomic of Hubei province on the macro and micro level.
