The development of manufacturing industry can reflect one country’s productivitylevel, which leads to the country’s economic prosperity. Tianjin is the start point ofChinese modern industry and the center of Bohai Economic Rim. Tianjin has betterindustrial foundation and advanced land and water transportation, which are advantagesfor manufacturing enterprise development. After Chinese reform and opening, Privateowned enterprise especially those of small ones have grew up gradually with flexiblemanagement and hiring big amount of employee.In recent years, China including Tianjin has released series policies to support smalland micro enterprise’s development, but due to globe economic crisis and domesticeconomic environment, the manufacturing industry especially small and microenterprise’s development not very well.This article basing on the reality of Chinese economic increasing rate slow down anddeveloping mode transfer from exporting to intensification sustainable development,which lead to the resource limitation to manufacturing on nature, ecologic, economic andsociety.This article also basing on the reality of as now Tianjin small and micro enterprisecondition like,2nd industry proportion far low than3rd industry, product structure repeat,contest fierce but low profit, analyzes its development circumstance including policy,environment and human resource. in conjunction with related development theory andsome practical experience of America, Germany and Japanese, make study of threetypical representative Tianjin small and micro manufacture enterprises on their resource,leader and staff, then discovered their weakness in developing are financing, humanresource and technical creation.This article also basing on related theory and some success cases, draw a conclusionthat small and micro enterprise needs to clearly positioning itself in strategy, attention toits own characteristics, catch up the policy trends for better financing, exert its advantage,keep technical staff, rely on technical development and optimize its own structure so as toget better survival and development.
