With the dramatically changed economic environment and the intensified marketcompetition now, the enterprises of the clusters must consider to maintain stable andhealthy development and enhance their competitiveness in the competition. In the strategyimplementation phase, senior managers is the key of obtaining the core competitiveness asthe cluster enterprises’ strategy decision-makers and leaders in strategic behavior.However, due to the limitation of personal knowledge and understanding, senior manageralone could not proficient in all aspects of knowledge and executive members who havecomplementary knowledge and skills need to decide some major decisions together. So,some effective way may be taken to improve the supporting to corporate strategy, increasethe competitive advantage of cluster enterprises and promote cluster’s upgrading, whichcan achieve internal matching of the senior managers’ competency.Firstly, through the study of the domestic and foreign literature, this article increaseself-organizing capacity, cluster innovation capability and the cluster collaborationcapability on the basis of the model elements of the diamond and propose competency ofexecutive team as initial indicators.Secondly, though obtaining questionnaires’ data of executive team competency ofcluster enterprises and exploratory factor analysis for dimensionality reduction, itidentifies evaluation index system of managers’ competency oriented by industrialcluster’s upgrading.Thirdly, it design the internal matching mechanism of executive team competencyoriented by industrial cluster’s upgrading and build individual strengths recognition modelstanding the most beneficial perspective of senior members. It has a pattern analysis ofexecutive team competency based on individual strengths and it select appropriate seniormembers to make up a internal matching team and achieve internal matching of executiveteam competency oriented by industrial cluster’s upgrading.Finally, this paper choose cluster enterprises WFQR limited liability company oftextile in Shandong province as empirical research object, describe the development status of WFQR company, identify the individual strengths about the candidate of executive andanalyze internal matching of executive team competency based on individual strengths,select an executive team internally matched. Besides, it analyze the selection results of thesenior members and put forward the corresponding countermeasures and suggestions.
