Since China’s financial sector is fully open to foreign banks, foreignbanks localization competition is heating up. Project management as a meansof enterprise development, change management, and has been widely used inthe banking industry. The face of a growing enterprise scale, personnelselection, personnel training, running between colleagues, how to continue tobuild a strong team, will be the important work of the management personnelmanagers face, which optimize improve team level of the building is anurgent task.This papers is to build competency model by taking SCC banking systemoptimization team as an example. First of all, author analyzes the teamcharacteristics and operational mode and performance evaluation modetransition which is now facing problem. Secondly, author is on the basis oftheoretical analysis, combined with the work experience author engaged inthe SCC banking system optimization team working for project management,having interviews and surveys on many project managers and project teammembers by using the group discussion method, behavioral event interview and survey method. Then taking team core value; team member’s characters;leadership; management skills; professional competences as five dimensions,summed up the key qualities which a high-performance project team shouldhave. These conclusions is helpful on selection, assessment, training andevaluation the project team members and is also helpful to create the highperformance project team.
