Study On The Mechanism To Enhance SME Financing Guarantee Ability

The issue of SME financing guarantee is the focus of our country "the TwelfthFive-year Plan". The SMEs of our country have low financing reliability, the narrowchannels of financing made the SMEs heavily rely on financing guarantee, theoutstanding contradictions reveal that strong financing guarantee demand againstguarantee institutions and supporting environment can’t satisfy the need. In recent years,the SME financing guarantee has made certain achievements but there are manyproblems to be solved, the voice has raise that constructing more efficient domesticSME financing guarantee capability mechanism. It is imperative solving the SMEfinancing guarantee problem of low ability, lifting the mechanism of SME financingguarantee ability.The guarantee ability of SME is not high and the credit quality of congenitalweakness, in the final analysis lies in the mechanism construction not perfect. Establishthe Lifting mechanism of the financing capacity of the SME is a systematic project,involving the SME, guarantee agencies, bank financial institutions, governmentdepartments and other subjects, which involves all sectors of the whole process of theSME financing guarantee, must fully consider the SME financing guarantee actual factof our country’s then analyze.This paper, in the background of SME financing difficulty, investigate on the statusand the problems of lifting the ability of the SMEs financing guarantee, on basis of thesummary of the relevant theory of SME financing guarantee, qualitatively analyze themulti behavior of the SME financing guarantee capacity by the game model underasymmetric information, quantitatively analyze the obstacle factor of improving theSME financing guarantee ability by multivariate regression model, comparativelyanalyze the advanced experience of SME financing guarantee from abroad and ourcountry Taiwan region, then puts forward some countermeasures and suggestions of thelifting mechanisms of SME financing guarantee capacity on basis of China’s nationalconditions.Research shows that, enhancing the SME financing guarantee ability, must solvethe problem of interest conditions between the parties of financing guarantee systemunder asymmetric information, to achieve a virtuous circle of cooperation between thethree of SME, guarantee agency, banks; must expand the beneficial explore and practicefrom improving SME themselves financing guarantees reliability, fostering multi-levelSME financing service system, improving SME credit guarantee system, strengtheningSME financing guarantee policy support and other aspects etc.
