With the development of the socialist market economic system continuously improved,the trend of competition between enterprises has become increasingly fierce, how toscientifically, effectively, the allocation of human resources reasonably, the importance ofhuman resources into full play, become a key competitive advantage. As China HuanengGroup Company of coal industry key enterprises--Huating coal group company, because of alag in the work of the allocation of human resources, the market for a long time, has seriouslyaffected the sound and fast development of enterprises. Therefore, in the development of new,only change the idea as soon as possible, put themselves in the market competition,competition in the market as the guidance, to promote enterprise development, optimize theallocation of human resources, in order to speed up the construction of Huaneng first-class,leading domestic modern energy and chemical enterprises in an invincible position,competition.Based on the basic theory of human resource allocation, analysis of the Huating coalgroup company production and management, human resource and human resource allocationstatus quo, pointed out that the Huating coal group company exists in human resourceallocation problems. Around the existing human resource allocation in Huating coal group, inaccordance with the "basic model--Gang dynamic matching", proposed the Huating coalgroup company human resource configuration of the guiding ideology, work principle andmain target, from the four aspects of human resource allocation standard, types, mechanism,evaluation, a comprehensive exposition of the job analysis, Dinggang quota, externalrecruitment, internal market, competition mechanism, job rotation, occupation career planningand performance evaluation measures and other measures, formed the Huating coal groupcompany human resource allocation strategies. And to promote the smooth implementation of human resources strategy of Huating coal group company’s point of view, pointed out thatstrengthening the education and training, improve the pay system, broaden the channels, tocreate a specific configuration support working atmosphere.
