Enterprises make the projects a group, whichhave the same strategic target or similarity, under unified management to achieve thestrategic goal. To accomplish the project group and achieve total quality managementobjectives in time limit, it is necessary for the rational allocation of resource. And thehigh-tech companies are different from the common, especially in the application oftechnical resources. In order to survive in the competitive environment, High-techenterprises must master the technical resources which are mostly commended by the R&D person. Through researching the R&D person, the schedule and qualityproportional optimization for project group has been proposed to be the most effective.This paper mainly aims at the high-tech enterprise’s technology innovation projectgroups. Through analysis of its characteristics, find that the most important resourceconflict is the R&D personnel conflicts. So this article focuses on R&D resourceallocation problem. Two problems have been proposed: first, high-tech enterprises in thecase of limited resources, how to realize the allocation of resources, and through whichmechanism. Second, by what method or model to allocate resources for the variousprojects we can make allocation of resources optimal, and achieve the optimal goal ofthe entire project group.In order to solve the two issues above, this paper firstly conducted a generaldescription of the meaning and problems in high-tech group enterprise’s technologyinnovation project resource allocation. Then, proposed measures to solve resourceallocation problems. By studying the group of high-tech enterprise technologyinnovation project resource characteristics and the factors influencing, finding thathuman resources are the most affective. So established a resource allocation model,elaborated resource allocation mechanism under the Condition that person matches post.Then based on the resource allocation mechanism proposed, a mathematical model isestablished, and practical application verifies the feasibility of this model. so as toprovide evidence for solving the enterprise project management resource conflictbetween the project groups. |
