Along with the global economy marketization and internationalization, humanresources, more and more become the key factor of economic growth. Thecompetition between countries, the enterprise and the enterprise competition, is theknowledge and technology, the competition is essentially talent competition. The21stcentury, is the development of knowledge economy era, an era of human resourcedevelopment. Modern enterprise human resources as a strategic resource and the firstresources, with the development of enterprises is becoming more and more play a keyrole.Xinjiang is the most abundant mineral resources in China one of the provincesthat, all types of mineral reserves, development prospect. Its rich coal resources, coalforecasts2.19trillion tons of resources,40%of China’s total in the country, the crown;Already proved reserves of about170more than one hundred million tons, in thenational top eight but due to the long historical reasons, xinjiang is still in the earlystage of the new industrialization intermediate. This article through to the peopleCMM theory system of thorough research, comprehensive analysis of the presentsituation of China’s coal industry in xinjiang, the coal industry as the research object,in the hope that through the application of PCMM theory system to guide the xinjiangcoal industry human resources development and management level, narrow the gapbetween themselves and the counterparts, and enhance the internationalcompetitiveness of coal industry in xinjiang, xinjiang coal industry to the world toprovide strong support.In this paper the xinjiang coal industry development and management of humanresources existing problems, summed up in a large number of related literature athome and abroad on the basis of the data, the comprehensive use of human resourcesmanagement theory, organization change development theory and PCMM theory andother related theory analysis of the coal enterprises in xinjiang PCMM theory, thenecessity and feasibility of the design for the xinjiang was the human resourcesdevelopment and the management to improve the roadmap, and introduces in detailthe initial stage to the repeatable level evolution of personnel, organization process area and practice, and finally the make evaluation is proposed on the basis ofrecommendations for improvement.This paper realized the two innovation: first, through the research PCMM theoryand combining with the characteristics of the coal industry in xinjiang, xinjiang wasproposed the human resources development and the management improvementmeasures. Second, combining the theory discusses the PCMM for xinjiang coalindustry human resources development practice.
