As one of the affiliated institutions directly under meng mong energy group of china power investment corporation,huolinhe opencut coal industry corporation of Inner Mongo Lia(simplied as huolinhe opencut coal industry),following the thirteenth five-year plan,implemented strategic guideline of maintaining benefit through opening up the market outside and improving quality through strengthening management internally according to the strategic reality of meng dong energy group under the new normal of the economy.After that,it gradually captured coal market share of effective marketing by differentiation strategy way.Meanwhile,it expedited the application of “going out” development strategy.Relying on its own industrial strength and technical management and keeping foothold of the domestic market and external market,it sought new resource and new projects actively.Against this background,the overall size of talents needs expanding appropriately,and the ability structure of talents needs further optimizing.However,as most stated owned enterprises,opencut coal corporation lacks long-term planning and systematic management.Imperfect human resources management system caused unreasonable personnel structure.It still faces many problems such as low academic qualification at core position,imperfect staff professional technology and skill structure,imperfect promotion and elimination mechanism,lack of gross of talents.Taking huolinhe opencut coal industry as a research object,this dissertation analyzes current human resources situation based on domestic and overseas document under the theory of human resources planning.Next,reviewed the theoretical basis of human resource planning,clear the connotation of human resources planning,processes and human resource planning methods.Analyzes the of huolinhe opencut coal industry total human resources,human resource structure etc status and generalize the company's human resources management problems.On this basis,the author establishes multivariate gray predicting mode of human resources demand and structure as well as Markov Model for internal supply,calculates personnel supply and demand situation in the coming five years by modeling results.This dissertation elaborates human resources planning and positioning,development goal and human resource strategy planning.At last,this dissertation puts forward supporting measures for realizing human resources planning of huolinhe opencut coal industry corporation.
