The related costs in the development and utilization of coal resources inXinjiang area is not scientific, perfect compensation mechanism, is one of the main factorsaffecting the mining economic development of coal resources.In the process of writing this paper, go to the enterprise survey data of coal mining Apersonally, compared with the relevant scientific literature data, the exploitation of resourcesto local macro economy and micro perspective combined mining enterprises, based on actualdata of coal mining enterprise A as sample, environmental resources, mineral resources of theA Enterprises in the coal resources the development process involved in the exploitation ofcoal resources, coal mining production value in the security interests of producers and exploitation of mineral resources in the transfer of development rights of the exploitation ofmineral resource depletion after the loss, quantitative analysis of the shortcomings of the Aenterprise production and management of ecological environment benefit cost compensationperformance, cost measurement needs full compensation was calculated by using the model toquantify, finally puts forward some countermeasures and suggestions on the benefitcompensation mechanism of development and utilization of coal resources in Xinjiang.
