Since2004, the phenomenon of “flood of migrant works” gradually receded, and suddenlyturned to “labor shortage”. The “labor shortage” has undergone the evolution from fierce todisappear and then to intense again, the impact has been more and more serious, and theproblem of “farmers scarcity” behind it brings challenge for the development of rural andagriculture.“Labor shortage” means lack of labor in urban, and “farmers scarcity” meansrural agricultural personnel shortage. All of these seems to indicate labor shortage in bothurban and rural. So has the labor market in China been into short stage? Has “LewisTurning Point” been really coming? Or this phenomenon has another due. How do werespond under the situation of “dual shortage”?In this paper, we take the question to explore. On the first we describe the status of “Laborshortage” and “farmers scarcity” in China, than analyze the reasons. When we analyze thereason of “dual shortage”, we can’t avoid to discuss the problem that if the rural surpluslabor is really exhausted. So we use empirical analysis to confirm that the “Lewis TurningPoint” did not come, and there are still more than100million rural surplus labor in ourcountry. Based on all of these, we propose reasonable policy suggestion and ideas to solvethe employment of farmers in the new era.
