The Research Of The Effect Of New Rural Social Old-age Insurance System In Gansu Province-Huining

According to the sixth national population census，at present, the number of65-year-oldhas accounted for10percents of total population in the country, the trend of aging populationbrings tough challenge to the current retirement security system in our country, the laggingand complexity of rural pension system are hindering the commercial application of China’sold-age security. To solve the difficulty of China’s rural endowment, the government began tocarry out Pilot projects of new rural insurance within ten percent of the whole of China at theend of2009according to the State Council, which has solved the village retirement problemin a sense and laid the foundation of modem rural pension.Gansu is a major agricultural province, the development of new rural social old-ageinsurance system be seriously restricted by poor natural condition, scarce resources, backwardeconomically and the diversity of the rural way of life. The pilot projects of Gansu’s new ruralsocial pension insurance started at the end of2009according to related requirements issuedby state department. By2011, contributors of new rural social endowment insurance systemin Gansu province had reached7.816million people, including1.591million pensioners, thenew agricultural insurance fund income4.25billion yuan, fund expenditures amounted to1billion yuan and the cumulative balance of3.63billion yuan. Since new rural social old-ageinsurance system, it has made some achievements, but there are also many problems.Although many scholars and experts have done a lot of research about new rural socialendowment insurance system at the political and individual characteristic level, there are fewresearches on its effects from the perspective of households. The research papers took this asturning point and deeply thought the effectiveness of new rural social old-age insurancesystem in Gansu province through some statistic methods.The first part introduces the context of researching endowment insurance in Gansu andits correlation theories at home and abroad. The second part describes the new rural socialendowment insurance system’s operating situation form its institutional construction,operative mechanism, participation and incomes and expenditures. In a third part of the study,by surveying and collecting the material and data in Huining, this article makes an empiricalanalysis of achievements of new rural social pension insurance on practical effect from suchaspects as the farmers’ degree of recognition, its implementation, participation of the farmers,transaction process and pensions income and expenses and pointed out some problems, suchas family becoming "empty nest",the difficulty of the Left-behind old peoples’ lives, lack ofsocial incentive mechanism, the enthusiasm of farmers to participate in new rural insurance isscanty, insufficient collective economic support and heavy loads of public finance. Finally,focusing on these problems of Huining country’s new rural insurance point out some suggestions: encouraging old people to live by themselves to achieve self-protection,strengthening policy propaganda in order to improve the activeness of the farmers, increasingfarmers’ level of the organization to establish their demand expressing mechanism, vigorouslydeveloping the rural economy, increasing rural residents income to enhance the economicstrength of the collectives, implementing a wide range of investment mechanisms, andimproving the ability of increase value, building an old-age pension mode which In line withthe actual situation of Gansu province, properly handling the cohesive relations between newrural insurance and other social security system.
