Research On The Implementation Of The New Rural Social Pension Insurance System In The City Of Kaiping

With the process of China’s aging population accelerating, the issue of old-age securitylead to social widespread concern. Besides, China has more than800million rural population.In the case of long-standing urban-rural dual structure, farmers’ access to social security isrelatively weak compared with urban residents, and rural old-age security problem is moresevere. Therefore, the CPC Central Committee and the State Council decided to strengthenthe work of the new era of rural old-age security and establish a new type of rural socialendowment insurance system. The new rural social pension insurance in accordance with theprinciple of "basic security, wide coverage, flexible and sustainable", by individualcontributions and collective benefits, government subsidies tripartite financing, implement thesystem for the combination of social co-ordinate programs with personal accounts, to protectof the the elderly patients with the basic livelihood of the of rural residents. Establishment ofa new type of rural social endowment insurance system is of important significances toimprove the protection of on old-age farmers’ provision, build a new socialist countryside,promote urban and rural equalization of public services, and maintain social stability.However, the establishment and implementation of the new rural social pension insurancesystem is a very complex system engineering. And China’s new rural social pension insurancesystem is still in its infancy. There will be many difficulties and problems in theimplementation process.Kaiping City is the country’s second batch of new rural social pension insurance pilot.Experimental work has achieved good results, got the Guangdong Provincial Government’sapprobation, provided valuable experience to carry out the new rural social pension insurancesystem. This paper taking the Kaiping city for example, based on the research on theimplementation of the new rural social pension insurance system in the city of Kaiping,through literature analysis methods and empirical analysis, analyzed the implementation ofthe relevant policies of the new rural social pension insurance system and data collation, andpull in Smith model, the theory of the policy implementation process. The study analyzed theimplementation process of the new rural social pension insurance system, from idealizedPolicy, policy enforcement agencies, policy environment and target groups. Research foundthat account for these reasons as unreasonable policy design, existence of implementingagencies’ interests of the game, the policy environment’s imperfect, lower degree oforganization of the target groups, and influence of old agricultural insurance and traditionalpension ideological, the system has weak incentive in the process of policy implementation. Implementing agencies can’t meet demand, and the funds gather together and fundmanagement become difficult. Moreover, target groups are lack of understanding of the policy.So that the new rural social pension insurance system fails to achieve the desired results.Finally, according to policy options, the executing agency, policy environment and targetgroups, this paper put forward to improve the countermeasures, with a view to contributeKaiping the new rural social pension insurance system in sustainable, healthy development,and to provide experience to the new rural social pension insurance system in China’sdevelopment.
