Along with our country population aging phenomenon intensified,urban and rural residents demand for old-age security continues to expand,the implementation of the pension insurance system for urban and rural residents,has a very important significance for guaranteeing the basic livelihood of urban and rural residents,but also can not ignore the negative factors of old-age insurance system for urban and rural residents in promoting the in-depth investigation of the implementation effect of pension insurance the system of urban and rural residents,and effectively improve the problems encountered,it has practical significance and research value is very important.In this paper,literature research,questionnaire survey and interviews of Tongxu County urban and rural pension insurance implementation of the investigation and empirical research.The research results show that: on the one hand,better effect of urban and rural residents Tongxu County endowment insurance policy,the implementation effect of residents Tongxu for urban and rural residents pension insurance policy of the higher degree of recognition,but there are still unsatisfactory,Tongxu County showed that urban and rural residents pension insurance policy implementation is still much room for improvement;on the other hand,through the establishment of multiple linear regression model,regression analysis showed that the main factors affecting the implementation effect of Tongxu County urban and rural pension insurance policy for the insured insured age,health status,family insurance payment difficulty,insured on policy and on the understanding of the agency.Therefore,mainly from the five aspects of urban and rural residents of Tongxu County endowment insurance policy in the implementation process,and enhance the implementation effect of Tongxu County urban and rural pension insurance policy.As the insured age and the health status of the insured are objective factors,they can not be effectively improved.Therefore,this article mainly from the family payment reduce insurance difficulty,increase urban and rural pension insurance policy publicity,improve the three aspects of service level to put forward some suggestions for promoting the development of urban and rural residents pension insurance policy in Tongxu county.The difficulty in reducing the insured family payment,mainly by increasing government financial input,perfecting the collective subsidy system and increase the income of urban and rural residents and other specific means to broaden the financing channels,reduce the family payment difficulty;to intensify propaganda,mainly through rich forms of propaganda,play a typical role model,to promote and improve the publicity channels gradually people and other ways to strengthen the social endowment insurance consciousness;strengthen agencies in terms of service level,mainly through the improvement of agency management system and norms of social endowment insurance financial service specific operation work to strengthen the team construction agencies.
