The world takes new energy industry as the focus of economic restructuring.China’s "National Economic and Social Development12th Five-Year Plan" put forward to vigorously develop the7strategic emerging industries, and new energy industry is one of them. Later, different provinces introduced plans and policies on developing the new energy industry, to adjust regional energy structure and promote the economic growth. But there have been the convergence of the development of regional new energy industry, low-level redundant construction, and part of the new energy industry overcapacity. Therefore, it is scientific to take a comprehensive analysis of development of new energy industry based on regional natural resources, industrial base, technical level and human resources, and then propose a more rational new energy industry development planning.Firstly, analyze natural resources of Shaanxi, and current developing situation of Shaanxi new energy industry. Secondly, applying the connotation of core competitiveness of regional industry, comparative advantage theory, competitive advantage theory, innovation economics theory, regional innovation network theory, the developing law of new industry and the special developing law of new energy industry, build a core competitiveness of regional new energy industry evaluation theoretical model. Then using the seven factors which constitute the model, policy factors, technological innovation, location and natural resources, industrial base, human resources, capital investment and market, to evaluate new energy industry of Shaanxi, and put forward to the dominant factors,and the disadvantage factors.Lastly, conclude the problems and propose the suggestion to develop new energy industry in Shaanxi:Greatly enhance the technological innovation of the new energy industry. Take human and financial support as the way to promote the development of new energy industry.Introduce more scientific industrial planning to drive the development of new energy industry.Apply the build-share management model to achieve the rapid development of the new energy industry parks.Increase the incentive policies to foster the better development of new energy industry.Actively explore new energy market to stimulate the development of new energy industry.
