The Study On The Innovation Research Of Science Park’s Management Model

The history of World economic proves that innovation leading the development ofworld economic. The18thCPC National Congress also had put implementation of theinnovation-driven development strategy forward. To achieve the economic developmentgoals, China need transition of factor-driven to innovation-driven, establishingtechnology innovation and development model of enterprises as the mainstay,market-oriented and university-research cooperation. At the same time, China shouldstrengthen collaborative innovation of university-research. World economicdevelopment and scientific and technological transformation experience has provedthree principle. Science and Technology Park is an effective way to acceleratetransformation of achievement in science research. It’s also an important carrier toimprove the enterprises’ international competitiveness. Science and Technology Parkhas been playing an important role in changing the main strategy of expandingeconomies’ scale to emphasize quality and effectiveness.The management system and function of Science and Technology Park has beenimproving continuous since it generated. Science and Technology Park has beencontaining open function, reform function, community features, and incubation function,gathering functions, the spread function and demonstration functions. It has animportant mission for accelerating transformation of scientific research and achievingindependent innovation. Science and Technology Park cannot be replaced since theimportant position among the country’s economic development strategy. The thriving ofScience and Technology Park has solved the problems of scientific and technologicalachievements in large part, promoted the rapid development of the regional economy.However, the problem in management of Science and Technology Park has becomeincreasingly prominent since the accelerated pace of developing. Problems such aschaotic management, unscientific management methods, and narrow channels offinancing, imperfect trading platform of intellectual property rights have been hinderingthe healthy development of China’s Science and Technology Park. This paper will studyScience and Technology Park management system and operational mechanism, improvethe performance evaluation system in order to promote scientific and technological Parkdevelopment. It has seven parts in total. The first part introduces the research background and meanings, thoughts, methodsand content. Reviewing and commenting on the domestic and foreign scholars’ researchresults through studying on government behavior, development strategy, managementmechanism, the financing model and the performance evaluation.The second part mainly studies on the construction and development theory ofScience and Technology Park. By generalizing three-party participation theory, growthpole theory, economies of scale theory, industrial cluster theory and the regionalinnovation system theory, this paper tries to mine effective theoretical support to guidethe Science and Technology Park management system.The third part analyses the management model of Science and Technology Park athome and abroad though case study. Deliver innovative ideas from five aspectsincluding the management body, management features, the decision-making mechanism,operation mechanism and supervision mechanism with comparative analysis,optimizing the domestic science and technology park management system andinnovating management model.The fourth part points out the general idea of the Science and Technology ParkManagement from three aspects: management system, management principles and thedevelopment of strategies. All this studies can be a guidance to innovate themanagement system and operational mechanism of Science and Technology Park.The fifth part researches on operations and management innovation of Science andTechnology Park. Based on the earlier study, this part proposes specific buildingprograms from the park service model, capital operation mode, the financing model andintellectual property trading platform, forming a series of the innovation system.The sixth part selects four level indicators and seventeen secondary indicators toestablish Science and Technology Park performance evaluation system through the useof AHP and Delphi method. The four level indicators include the innovation ability,social, economic and service capabilities. Meanwhile, describing how to use AHP.In the last part, the author gives many policy recommendations about improvingScience and Technology Park management. Based on foregoing analysis andpresentation of innovative ideas, the author suggests from macro, medium and microperspective.
