Research Of Remediation Potential In Arable Land Based On The Comprehensive Capacity Theory

Accelerating to promote the construction of a new socialist countryside is the CPC’smajor strategic policy in the new century, during which land reclamation is playing anincreasingly important role. As the land reclamation projects change into special projectsand put into practice, the benefits it produces are widely accepted and concerned by thewhole society, especially the land science field. As the premise of land remediationplanning, research of land remediation potential is becoming particularly important.Currently under the new situation, scientific research of land remediation potential is theforward direction and is an urgent requirement of correctly formulating special planning forland remediation.By analyzing characteristics of land remediation projects, we think that the essence ofthe land remediation potential is the potential for land use with the guidance of the factorproductivity theory and the comprehensive production capacity theory. Research of landremediation potential provides a strong basis for the process decision-making and the finaldecision-making of the project, before land remediation project implementation. Based onthe actual situation of the planning area, design specifications and the project，it calculatesand conjectures the objective of the project, design of the implementation process, expectedresult of land-use changes, and input-output budgets. Besides projects may have thecombined effect of the environment impact systematically and objectively to make sure thatif the implementation of land remediation projects is necessary, planning design and isreasonable and effective，and the expected indicators is in line with the actual situation.In this paper, the land remediation potential research is of arable land more, includingtwo aspects of the quality and the quantity. According to the actual needs of the study, weproposed land Quality Rating System for project areas. The quality of the land of theproject area is divided into four by giving a range of quantitative indicators with the guidance of the multi-attribute decision theory. Through investigation, we get thecorresponding output of the four levels land to make preparations for further productioncalculation. The additional arable land area of this article is calculated on the basis of thesize of the project area and the new arable land coefficient. The changes in crop yields areused to measure the changes in the quality of arable land. So the model advocated by thisstudy is generally feasible and highly scientific.In the instance section, the land remediation projects in Hubei Province is divided intothree categories: plain project, hills project, and wetlands project. In line with thesignificant typical and broadly representative principle, we select Chengui project,Tuanlinpu project and the Cenhe project for the research objects, from which we get theamount of arable land potential, the quality of arable land potential, the total potential, andthe potential to enhance the rate successfully.At the last part, it comes to the conclusions as following:(1) Different landremediation projects have different potential spaces.(2) On the whole, land remediationpotential comes from the changes in the quality of arable land.(3) The resources of landremediation potential in different areas lay particular emphasis on its own characteristic.(4)On new period, raising land remediation potential is no longer mainly depending onprimary factors such as the project scale and the project investment. Land remediation isbecoming more and more regional and scientific.
