Research On The Investment Project Post Evaluation Methods And Application

Investment project evaluation is an important part of the capital constructionprocedure， is the end of the project cycle. The investment projects post-evaluation is mainlyrefers to the time period near the end or has ended, the evaluation agency evaluated the wholeaspects of the investment including the process, effectiveness and the impact. Analyzing theinvestment projects whether achieve the expecting target or the efficiency indicators. In fact,post evaluation investment evaluation is the theory of management science’s informationfeedback, is the concrete application of control method in project management. In an actualinvestment project, it is not difficult to find the actual benefit is under the initial forecastbenefit frequently, some projects even can not meet the design capacity for a long time. Theseare the investment in the project management problems to be solved like how to makescientific evaluation for the completed project, how to summarize the experiences andlessons or distinguish the responsibility, how to improve the decision-making level andmanagement level in later project construction.At first, this paper elaborates the background and significance, the research status at homeand abroad and the research content and purpose; secondly it illustrates the related concepts ofinvestment project evaluation, introduce the main content of the project evaluation throughsummarizing the domestic and foreign literature; thirdly illustrates three method to give theweight including the grey correlation degree analysis, principal component analysis, grey roughset to adapt to the different characteristics between the indexes; and also illustrates theevaluation method based on grey theory improved by the success degree evaluation method andtriangle whiten weight function theory, the applicable project after the evaluation of differentcontent of evaluation; at last the example is used to demonstrate its feasibility.In this paper, it based on post-evaluation theory, and the reviewers begin to evaluate theproject at the same time the investment project completion and gradually produce benefit.Based on this basis, compared to the project feasibility evaluation, and the differencebetween it and the resulting for the post evaluation become the basis of the project evaluationindex system. Establishing the model based on the grey theory, provide the reasonable andeffective evaluation method for the investment projects, and also provide certain theoreticalbasis for management decision makers.
