Research On The Development Of The Specialized Farmer Cooperatives In Yuyao, Zhejiang

The household responsibility system implemented in1980s made the family became the basic unit of economic agricultural production and management, was greatly aroused the manufacturing enthusiasm of the farmer. With the adjustment of agricultural economic structure and the transformation and upgrading, small scale, ineffective information, unprofessional factors restricting the development of modern agriculture, which affects the income of the farmers and rural economic development. The specialized farmer cooperatives provide effective support to solve these problems. The18th general conference of CCP put specialized farmer cooperatives as an effective platform to promote the integration of urban and rural development, the central first document in2013also consider it as the main force of the agricultural production in China that fully explains the significance of the development of specialized farmer cooperatives.The specialized farmer cooperatives have become effective measures to strengthen the agricultural economy in the developed countries, in China, it develops rapidly and become the important aspect in agricultural development, it has played an important role for product specialized and operation scaled. However, in our country, because of the great differences among regions and the short developing time, there is no set for around the reference the successful experience yet. Meanwhile, development without perfect consideration, follow others unrealistic result in many problems appeared in the development process of the specialized farmer cooperatives, affected the further growth of it. The research of policy to develop the specialized farmer cooperatives based on actual local economic condition has the important research value and practical significance.In this paper, it applied of the theory of transaction cost, used the method of empirical research to analysis the development situation of farmers’professional cooperatives, the existing problems and development countermeasures in Yuyao. This article generalizes the research status of farmers’ professional cooperatives at home and abroad firstly, and then through analyzing the experience of Farmer cooperative economic organization in United States, Japan, Taiwan, it puts forward the experience that can mirrored by the Farmer cooperative economic organization in China. After that, through analyzing the development status of Farmer cooperative economic organization in Yuyao,we draw a conclusion that Management system is not perfect, the whole scale is small, the management level is limiting, the external environment is severe are the problem that existing in Farmer cooperative economic organization of Yuyao. And then through analyzing the restriction factor, it analysis main cause of these problems in six aspects:land, capital, policy, consciousness, system, talents.On the basis of the above analysis, the article puts forward six suggestions to the development farmers’ professional cooperatives of Yuyao:we should create the good development atmosphere of the cooperative in the external environment, establish departments coordination management system in the management structure, step up efforts to support cooperative in the policy, fully integrate the union related resources in the resource security, boost standardization cooperatives in management system, mainly train the professional of the cooperatives in human resource. We hope to provide the advices for the development of farmers’ professional cooperatives in Yuyao, according to the study of those countermeasures.
