Huaian Seats Town Rural Residential Land Readjustment Study

This paper first introduced the research background and the significance, proposed the rural residential area readjustment is meaningful to save land resource, change of land use structure, improve the efficiency of construction land, reduction of Homestead Land Occupation of cultivated land, but also to the rural environment, health improvement, people living environment is beautiful, improved quality of life. To effectively promote the development of new rural area.In this paper, the research status at home and abroad were reviewed, introduces the research method and technical route, and the rural residential area readjustment of the relevant concepts. Definition of the rural residential area readjustment is to disperse the rural settlements reconstruction, relocation of the village is, to the small and medium-sized enterprise reasonable layout adjustment.The thesis from the related theories, such as the theory of sustainable development, land scale economic theory, property rights theory and regional consolidation theory. Through these theories put forward the rural residential area readjustment principles to follow suit one’s measures to local conditions, economic feasibility and principles, voluntary cooperation and intensive land use principle.According to Huaian city seat town undertook in-depth survey, through field investigation, we found that the local prevalence of rural settlements finishing has the following problems:the punishment of air suspension, law enforcement weakness; compensation standard is not standardized, enroach on farmer rights and interests; government departments lack of communication and coordination; residential finishing system application modern high-tech means less land to private transactions serious. At the same time the problems as the cause of an in-depth analysis, mainly because of rural residential land management system is not perfect and imperfect laws and regulations, inadequate public participation and village construction planning at the same time lag, farmer and collective interest conflict is an important reason.This paper takes Huaian city seat town as an example of the settlements of research and thinking, through the rural residential land use, analysis of existing problems, put forward Huaian city seat town of new rural residential land consolidation model, and further puts forward the main countermeasures. Include to do scientific planning of village, develop multiple financing channel, introduce market mechanism, establish the circulation of Homestead Land use right market, accelerate rural land property rights system construction, there are plans to carry out the farmers housing demolition compensation and resettlement work.
