Poverty is a hard nut to crack and can’t be avoided in the social, economic development. The ruralpoverty has been increasingly impeding the modernization of our country. Poverty elimination togetherwith social justice and equity has been the core goal and strategic requirement of our socialdevelopment. The problem of peasants’ poverty is prominent in some rural areas in the eastern coastaldeveloped provinces. Rural poverty in economically developed provinces will be the trend andmanifestation of the future rural poverty of our country.Huai’an, located in northern Jiangsu province, is a big agricultural city. As we know, Jiangsu is aneconomically developed province but the economic foundation of its north part is poor. Compared withthe developed cities in southern and middle part, Huaian’s economy develops unevenly. The rural livingstandard is comparatively lower. The rural poverty in Huai’an falls into relative poverty according to thecriteria of poverty issued in Jiangsu province. With the rising of provincial poverty line, the poorpeasants are more dispersed and differ in the factors of poverty.An investigation has been carried out on the poor peasants from nine relatively poor villages andtowns of3poverty-stricken counties in Huai’an. By analyzing the basic information of the poorpeasants and their economic situation such as income, expenditure and debts, the factors leading topoverty have been found out and ranked as follows: excess children, education, diseases and disability,irrational consumption, house building, lack of arable land or labor skills, natural disasters and so on.Different rural habits and customs, ecological environment and economic level lead differentperformance of poverty reasons. Therefore, when selecting an anti-poverty approach, it is necessary toconsider both the local actual situation and the actual situation of their households, according to causesof rural poverty. The process includes: mobilize the initiative of farmers to develop the rural economy;increase supervision to improve the rural social security system; consolidate the achievement andstrengthen follow-up management.Based on the reasons for poverty, thus further policyrecommendations for rural poverty alleviation are presented from macro and micro-level in hope ofproviding new ideas for the decision-makers.
