The household contract responsibility system mobilized the farmers’ enthusiasm for production, liberated the rural productivity, arable production efficiency had been greatly improved, and played a significant role to promote comprehensive rural development. On the other hand, with the continuous development of market economy, Dispersed smallholder farming couldn’t meet the market. There were many problems to be solved in Hongya forage planting,in the traditional production process of transformation to modern cultivation, restricting the healthy development of the sustainable use of land and livestock.Investigate the land-use behavior of farmers in the forage planting process,for the promotion of forage crops, to raise four Chuanqiu District land productivity, promote the sustainable development of local agriculture and animal husbandry, had a very important significance.The study was according to the farmers behavior theory, rational decision theory and behavioral decision theory, the scientific concept of development theory and market economic theory, selected the Sichuan Hongya County as a research location, researched the land-use behavior of farmer in the forge painting process.Firstly,analysising the behavior of the forage planting behavior of the farmers and the land transfer,investment behavior,.And secondly, to analyze the behavior on the scale of operation of the farmers forage crops based on the analyze.At last,using the logistic model to analyz the influencing factors. The conclusions were as follows:(1) The scale of the forage planting was small,and the degree of farmers’ organization was also not high. Cropping patterns mainly contained only forage planting and Straw rotation;The labor input mainly contained family labor and outside labor; agricultural materials inputs contained seeds, fertilizer and pesticide use, and the investment difference was small; farm machinery penetration was relatively low, the demand for agricultural investment was also small;Farmers scale land management behavior was not obvious, the scale of the land transfer was small, the form of he land transfer was simple and the form was also non-standard forms, the willingness of farmers scale operation was low.(2) Farmers planted act was mainly affected by production factors, market factors, cost factors, and other economic factors, but also by moral theory, the concept of habit, and government regulations;The land investment behavior mainly affected by the interests of farmers land investment behavior, terrain conditions, land fragmentation status,farmers income levels and income structure. Econometric analysis found the head of the household age, the education level, the farmers planting years, the main source of household income, whether the purchase of machinery for harvesting, the forage crop acreage, the cost factors,the market factors, the technical factors and the harvest as well as variety of factors such as the11explanatory variables passed the significance level test.In contrast, the survey of farmers sex, the farmer’s category, the agricultural labor force, the irrigation factors, the production factors, the transport factors these six variables didn’t pass the significant level test. In statistical terms show there was no direct impact description of these factors on farmers forage scale on management intention.(3) In order to promote the coordinated development of the breeding industry, the author’s proposes should be:to promote the transfer of rural land, to shift farmers’s land business model; to strengthen the promotion of farm machinery, to improve forage planting mechanization level; to adjust forage planting structure, to strengthen the promotion of new forage crops; to formation forage specialized cooperative organizations, to improve the level of farmers’ organizations.
