Rural Land Circulation Policy Research Under The Perspective Of Three Times Theory

Under the background of economic arket and diversified society, the rural land circulation has been an increasingly prominent problem, which puts forward higher requirements to policies of the rural land circulation government issues. At present, the sources of farmers’ income show diversity, multiple attributes, and land circulation affects the increasing of peasants’ income and the development of agriculture.The policy of Rural land circulation is not only the means of the settlement of farmers’ income and agricultural development but also is the specific performance for the government to provide public service.In recent years, our governments at all levels have carried out a lot of beneficial explorations and practice about the rural land circulation and great achievements have been made. As a whole, our rural land circulation is still in a low level and extent, which restricts the rural economic and social development. Three circles theory provides extensive and practical guidance for policy of our rural land circulation,it gradually promotes the perfection of the rural land circulation policy through the analysis of the present problem and condition.The main contents of the paper are:Firstly, this paper expounds the basic theory of land circulation policy; Secondly, this paper clarifies the three circles theory and the enlightenment on the rural land circulation policy;Again, from the perspective of the three circles theory, it reviews the process of rural land circulation policy; Finally,it puts forwards measures to boost and perfect the policy of our country’s rural land circulation.
