The housing is the residents’living necessities in the modern society, so the indemnificatory housing system will be beneficial to the people’s livelihood and social harmony. In " Twelfth Five-Year Plan" period, the state will build36000000government-subsidized housing to construct the market and Indemnificatory housing supply system. However, the indemnificatory housing has the nature of quasi-public goods and its consumer groups mainly concentrated in low income people, so as to its attraction to financial resources is not strong. This phenomenon is difficult to come into being resource agglomeration, thereby affecting the healthy development of indemnificatory housing.From the perspective of financial support, the paper studies the indemnificatory housing. Firstly, according to the study of objective and content I’m trying to find research questions and methods. Secondly, through the analysis of Chinese indemnificatory housing reform and operation mechanism, the article clearly the study environment of the whole society background, giving the cut-in point of the research and theory.Thirdly, based on the analysis of affordable housing in decision-making, it is using complete information dynamic game theory model to analysis of the capital dilemma of affordable housing which is under the guidance of the government. Finally, from the perspective of government, The article based on the gray system model that analyzes the Chinese affordable housing finance to find the practical path, get better affordable-housing fund source mode.Study found that, in the system of affordable housing, affordable housing for the financial resources to attract the overall strength is not strong, and the different characteristic forms of affordable housing on the financial resources also has strong and weak points of attraction.The finance attractive of two limit the room and affordable housing is much strong than low rent housing, low rent housing becomes the focus of attention.At the same time, due to the special social and ecomic status of affordable housing, the coutry must ensure a steady development of affordable housing, which requires the government to appropriate intervention operation system for affordable housing, to provide adequate financial support for affordable housing.However, the local government and the central government’s interests and intrinsic motivation is different.Commodity housing needs and resources of the dual squeeze caused affordable housing operating funding difficulties, the government itself cannot solve the financial pressure.In general,low-income families only care about whether their own housing can be solved, they are not concerned with the affordable housing investment returns and risks. Social investment group regard investment income and risk as decision variables, so it can be considered to allow low-income groups themselves to take affordable housing operating risks. This approach can focus the low-income group power to solve the problem, also can make the affordable housing investment income and the risk equalization to attract social investors.In such cases, the government only as a guide,according to the overall situation of the social and economic operation,it can introduce social capital through reasonable path.
