Study On The Issue Of Utilizing Housing Fund To Support Indemnificatory House Construction

Housing problems is the general problems facing middle-low-income families, solving the housing problem is a basic responsibility of national government and China's construction of indemnificatory house is designed to address this difficulty of low-income families. From the current implementation situation of indemnificatory housing system we can find that the development of indemnificatory housing is slow throughout the state, the operating rate of indemnificatory house is low. Affect the construction process is mainly due to the lack of funds, and at present, China's construction of indemnificatory housing has not yet formed a mature system of funding. Corresponds to the situation of the indemnificatory housing fund shortage are inadequate operation efficiency and big number idle funds of housing fund. So this article focuses on the issue of utilizing housing fund to support housing construction.The general idea of this paper is that on the basis of the analysis of the utilization situation of housing fund on support indemnificatory housing construction, to sum up problems and risks existed in the supporting process. Draw on advanced international experience to propose suggestions to these problems.And to employ AHP to make analysis and evaluation on housing fund loan risk and then to proposed measures to prevent risks.Firstly, this paper analyzes the nature of housing fund system, the characters and the fund sources of indemnificatory housing. And from points of social security, social equity and government responsibilities this paper analyses the necessity of utilizing housing fund to support indemnificatory housing construction, and Combined with the situation of operation efficiency of China's housing fund and current situation of indemnificatory housing construction this paper analyses the feasibility of utilizing housing fund to support indemnificatory housing construction.Secondly, This paper makes a data analysis on current situation of operation efficiency of China's housing fund, the implementation situation of indemnificatory housing system, and the utilization of housing fund on support indemnificatory housing construction. This paper makes an in-depth study on the problems which come from the process of China's housing fund supporting indemnificatory housing construction.Thirdly, this paper introduces situation of indemnificatory housing construction and management experience of the developed countries, and sums up some advanced experiences in the aspects of capital management model, financing model and legal system. Combined with the specific situation of our country this paper gives some suggestions about how the housing fund fully playing an important role in the construction of indemnificatory housing.The innovations of this paper are the systematic description on current situation of China's housing fund supporting indemnificatory housing construction, the comparison of developed countries experience in policy housing finance, and some pointed suggestions about how the housing fund fully playing an important role in the construction of indemnificatory housing, so as to provide a reference to the related theory of improving housing fund system. This paper employs AHP combined with software to make analysis and evaluation on housing fund loan risk.Due to the restriction of the writer's knowledge level, this paper is still much to be desired. For example, In order to have a concentrated analysis and continuous data this paper focus on affordable housing, the discussion of other types of indemnificatory housing is not specific enough, so the content is not comprehensive enough.
