Study On The Ability Of Regional Independent Innovation Of Shanxi Province In The Perspective Of Innovation System

Since 2014, the economic growth in Shanxi Province encountered cliff-like drop, In 2014 and 2015, its growth of economy ranked in the end of the country for two consecutive years. For a long time the economy of Shanxi Province reliance on resources endowment and inputs, and its level of independent innovation of science and technology is low. The current national economic growth is slowing, it is hard to find a new breakthrough in Shanxi Province. In the "supply side" reform, the key point is to improve the level of regional independent innovation, transform the mode of economic growth and adjust the industrial structure of the effective path. In addition, what should put forward first is to build a set of independent innovation ability evaluation index system according the present innovation level situation of in shan xi.Based on the theory of regional innovation, this paper sets forth the regional independent innovation of the related theoretical basis from the perspective of innovation system, and analysis the current situation of independent innovation in Shanxi Province from two aspects of independent innovation elements and overall. Based on core idea of the innovation system and the principles of the construction of system index, we construct the evaluation index from four aspects: the enterprise independent innovation ability, universities and research institution’s capacity for independent innovation, intermediary service institutions diffusion ability, innovation environment.The evaluation system includes 33 main indexes, screening17 indexes(including more than 97% of the original information) by applying the main basal variable selection method from the 33 evaluation index. We determine the weights of 17 evaluation indexes by using the objective value assignment method. Finally we make a comprehensive evaluation of regional independent innovation ability analysis of Shanxi Province by using ideal solution combined with horizontal and vertical aspects. According to the empirical results, we give the countermeasures and suggestions to promote regional independent innovation ability of Shanxi Province from the overall investment and innovative elements.This paper has shown that Shanxi Province should further strengthen the main body status of enterprises for independent innovation, realize the university-industry cooperation, at the same time strengthen the information exchange between institutions of higher learning, scientific research institutions and enterprises, improve intermediary service system and create a good environment for innovation, which will help a lot to enhance independent innovation.
