| Under the background of economic globalization,the independent innovation is the decisive factor in the competition among countries and regions.In China,independent innovation is the reliable guarantee to realize the sustainable development of science and technology and the development of circular economy;the key to build an innovative country and the goal of achieving a well-off society lies in independent innovation;improving the innovation capability,accelerating the progress of science and technology,economic growth mode transformation and optimization of economic structure also depend on the independent innovation.The positions of each innovation entity in regional independent innovation should be clearly defined,and the leading force of regional independent innovation should also be vigorously carry forward so that it can improve the construction of the national independent innovation system,and also guide the rapid development of regional economy.The development of regional independent innovation should be encouraged,then it can gradually form a pattern of inter regional independent innovation,and fundamentally implement the strategy of independent innovation,thereby enhance China’s comprehensive national strength.Since the reform and opening up,China has conducted a series of economic system reforms to promote the combination of technology and economy and has given full play to the government’s macro-control function.Our country has implemented a series of policies which are main about reforms.The government has promulgated a series of laws and regulations,which measures to promote the enterprise innovation abilities.The Party Central Committee and the State Council put forward the strategy of "mass entrepreneurship,innovation" in good time,as one of the main body of the innovation of local government to develop and promote the implementation of regional independent innovation policy,it has become a question which is worth exploring.In this paper,30 provinces in China,the independent innovation capacity of high autonomous region and municipality directly under the central government areselected as the research object.The government policy influence on the regional independent innovation ability is as the research subject.In the inspection of the large number of domestic and international relevant research literature,the relevant regional innovation system theory,related data from in 2015,using the method of regression analysis and linear factor analysis,this paper discusses the effects of government policy on the regional independent innovation ability in depth.First of all,on the basis of theoretical analysis,in accordance with the principles of constructing the evaluation system,this paper establishes the science and technology investment ability,innovation ability and innovation ability of radiation output,the evaluation system of regional independent innovation ability of 3 first level indexes and 11 level second indexes in total.By using factor analysis method,the independent innovation capacity of regional autonomous regions and municipalities of 30 provinces in China are evaluated.The results of the study show that there is a big difference which lies in independent innovation ability of every area in our country.In general,the eastern coastal areas the regional independent innovation ability is significantly higher than that in the West.Secondly through government policy influence on the regional independent innovation ability is analyzed by empirical research.In this paper,30 provinces in China,autonomous regions and municipalities directly under the central government.The relevant data of 2015 has been selected as the research object.The financial support policy,talent incentive policy Efforts to regional innovation service platform construction and policy innovation incentive policy efforts are selected as the four indicators to measure government policies.By conducting the linear regression with SPSS17.0 software,the empirical study has been conducted on the influence of four indicators of regional independent innovation capacity.The empirical results show that the financial support policy,talent incentive policy,regional innovation service platform construction policy innovation and incentive policy of greater intensity,regional independent innovation ability is stronger.The four indicators and regional independent innovation ability are positively correlated.Finally,based on the relevant conclusions of the corresponding countermeasures and the paper puts forward relevant suggestions in order to guide the policy formulationand implementation of the local government. |
