The whole society has gotten a general consensus that exogenous financialresources, especially research and development funds is supportive but notfundamental innovation-driven force like the strategic adjustment of industrialstructure for China’s economic transformation.This paper combine endogenousgrowth theory, agglomeration externalities theory, theory of knowledge spillover, andinnovation-environment theory, to explore innovative output and its distribution fromthe point of view of the industrial structure externalities, systematically analysis theinnovation output drivers and its regional differences, and clarify the endogenousforces of innovation.This paper summaries and combines the relevant literatures to define the keyconcepts and the measures involved in the study and focuses on the theoretical linkbetween the externality of industrial structure and the output of innovation, and buildsa concept framework. Subsequently, using the employment data of286cities with the18sectors from the year2004to2010, we calculate the specialization anddiversification index for each city. Later we describe the features of specialization anddiversification for Chinese cities and innovation output space geographicaldistribution and changes in the descriptive statistical analysis. Then, we build asimultaneous equation model using the data of China’s64major cities for the2006-2010samples, the empirical analysis of dynamic externalities of industrialstructure affect urban economic growth and innovation ability. Empirical researchshows that: diversification of the industry is more conducive to the growth of theurban economy, has a role in promoting regional specialization of urban innovationcapability, regional specialization, diversification and there is a sense of urban densityalternative; subregion estimated results show that, specialization and diversificationof the industrial structure in the eastern city there is a positive impact on innovationoutput, and the professional role is more robust and significant; Midwestern cityindustrial structure specialization has a positive effect on innovation output, but itsThe impact is much smaller than the eastern city.Eastern and western cities of R&Dsignificantly promote innovation and increase in output, the western region of R&Dmarginal effect is more obvious.Finally, according to the conclusions of the study, make policy recommendations to enhance interactive coordination of economic development and innovation toimprove, continue to adhere to the implementation of the innovation-drivendevelopment strategy; give full play to the positive role of the industrial structure ofthe dynamic externalities of economic growth and innovation output, focusing on theproduction of agglomeration and spatial structure optimization; focusing on differentindustries advantage of complementary and synergistic supporting, to create afavorable external environment for economic development and innovation to enhance;continue to increase R&D investment at the same time pay attention to the nationallevel R&D investment in the relatively balanced; eastern region focused miningindustrial structure dynamic external advantages of central and western regionsthrough in-depth focus on further increase research investment to enhance innovationcapability..
