After the reform and opening up, the eastern coastal areas take the lead in development by virtue of geography and policy advantages, which attracts a large number of labor from the backward areas of the central and western areas. However, in recent years, with the further implementation of the strategy of China’s Western Development and The Rise of Central China,the economy of the central and western regions develops,the upgrading of the industrial structure advances, and the gap between the Midwest and the east reduces, which is encouraged by the policy of investment in infrastructure construction. Therefore, the proportion of interprovincial outgoing migrant workers drops, and a number of migrant workers start to transfer from the eastern to the central and western regions, which leads to a wave of migrant workers countercurrent. The long-standing pattern of "Peacock Flies to the Southeast" is changing.Sichuan Province is a populous province, as well as a labor exporting province. There is massive population migration phenomenon in Sichuan. Early period, due to the great economic gap between the Midwest and the eastern provinces, a large number of the labor outflow from Sichuan, so that Sichuan Province has been in the Net out-migration state. After the implementation of the strategy of China’s Western Development in2000, the economic growth of the western region has increased annually, and population migration status also transforms from net out-migration to net immigration. Sichuan has a large and complex floating population, while the inter-provincial migration flows of population decline, the migration flows of different cities (states) in Sichuan become more frequent, which is related to the imbalance of the development of economy and society in different cities (states).The nature of the population migration is the mobility of labor, which is an indispensable element of the region’s economic growth. There is a certain correlation between population migration flows and regional economic growth. This article plans to study the migrant in Sichuan Province, using the method of combining normative research and empirical research. In the support of measurement and statistical models, we try to explore the relationship between population and economic development, from the view of the important economic factor-the migration of labor, and finally, put forward corresponding recommendations.First of all, the paper introduces the background and significance of the topic, to review and summarize the results of the theory of population migration and population migration study at home and abroad, which illustrates the thesis research ideas. Besides, we define the population the migration concept as a theoretical starting point to expand thesis, on the basis of the previous population migration research. In the second part of this paper, from the view of the population migration and mobility and the actual situation of economic development of Sichuan,we analyze the trend of population migration and economic development in Sichuan Province during the past20years. By using the sixth census data, the paper gives a detailed description of the floating population in Sichuan Province. Moreover, it makes comparative analysis of the current population status of various cities (states) of Sichuan in2010and also discusses the socio-economic effects of population migration. Thirdly, we analyze the factors affecting the Sichuan population migration flows from the macro and micro perspectives, by integrating theory with practice. In the fourth part, we make multiple regression analysis by using sectional data of floating population and related economic and social factors, finding out that social and economic factors can explain the inflow of population within Sichuan, while the outflow and the net inflow of population within the province, cannot be explained. In particular, the third industrial GDP and fixed asset investment, on behalf of the regional economy as a whole, constitute the explanatory variables in the final multivariate regression model. Other community resources, such as health care resources, educational resources, culture and entertainment resource factors, are removed due to the multicollinearity between the third industrial GDP. In addition, the correlation between the average wage for workers (or urban household disposable family income or rural per capita net income) and the floating population in the province is not significant. Moreover, by make a cointegration test of the registered population and economic growth data of1991-2010of the capital city Chengdu, we find that there is a long-term equilibrium relationship between household population migration and regional economic development in Chengdu, which have long-standing mutual relationship. Finally, on the basis of the above research, the paper gives policy recommendations of the coordinated development of the Sichuan population migration and economy.In short, under the study of population migration status and the relationship with the regional economic development, we try to achieve possible value of innovation research perspective, research methods, topics and ideas, to help Sichuan government develop appropriate population policy to guide the population in a reasonable and orderly migration and mobility, and to provide a possible reference to some other regions.
