Ours is a populous agricultural country, agricultural modernization related to themodernization of the national economy as a whole. Agricultural modernizationbiggest constraint factor is a serious shortage of human capital in rural areas, thequality is not high. Especially in the scientific and cultural level of the rural laborforce is too low, the conversion rate of science and technology, and the constraints ofnon-agricultural economic development, it is difficult to adapt to the agriculturalstructure adjustment and optimization of the rural economy, specialized, intensiveprocess blocked. Therefore, changing the concept of human capital investment,increase the stock of human capital in rural areas to improve the quality of humancapital is to change the Rural Human Capital socio-economic situation anddevelopment of rural fundamental way.Rural Human Capital Investment is one involving governments, organizations,markets, social and cultural factors such as systems engineering, primarily througheducation, training, migration, health and other means, and comprehensively improvethe overall quality of human resources in rural areas and promoting rural social andeconomic development. A new round of agricultural scientific and technologicalrevolution comes, the advance of globalization of agriculture are urgently required toimprove the quality of farmers. Currently, our emphasis on rural human capitalinvestment for achieving modernization of agriculture and rural areas has realistic andlong-term significance.15thParty Congress report from a strategic height that:“China’s modernization process depends largely on the quality of the improvementand development of human resources.” Development of rural human resources,emphasis on rural human capital investment and training of qualified farmers tobecome China’s new rural economic development in the coming decades imperative.Heilongjiang is a major agricultural province, in late2012the rural population of1802.3million, accounting for47.2%, of which rural labor force943.3million. As a big agricultural province, Heilongjiang face increased agricultural productivity,production single structure, poor competitiveness of agricultural products, farmers anda series of difficult problems. Heilongjiang province is one of the more seriouspoverty. The province’s66counties (city), there are14key counties for nationalpoverty alleviation and development work,7provincial key counties for povertyalleviation. Poor population3,664,000, the incidence of poverty20.7. In the povertyalleviation work has made great achievements, many poor regions out of poverty hasslowed, the high rate of returning to poverty and other issues, simply because of thelow stock of human capital in poor areas, the lack of sustainable developmentcapability required for poverty alleviation. Solving knowledge economy under theconditions of agricultural issues and poverty issues lies in improving human capital inrural areas, the development of rural human resources. However, due to theinformation enclosed in poor areas, relatively backward peasant ideology, economicdevelopment lags behind and the reasons for poor natural conditions, poverty-strickenareas of rural human resources development has its own characteristics and form.Therefore, this article from the perspective of anti-poverty strategy in ruralhuman resources development issues in order to impoverished rural areas ofHeilongjiang human resource development to provide some suggestions. This paper isdivided into five sections.The first part is an introduction, mainly on the purpose and significance of thestudy, the basic content and structure of the domestic and international researchprofile, content and methods.The second part is the development of human resources in rural areas the basictheory and related concepts. This part of the study of human resource development inrural and poor areas of the basic theory of the range of human resource developmentin poor areas as well as the characteristics of the development of the high cost of poorfarmers develop their own, special way, content and focus special.The third part is the development of rural human resources abroad comparativestudy. Describes the development of human resources in rural areas of these countriesexperience and practice, summarized and outlined the main rural human resourcesdevelopment in these countries manifested in the common features. Meanwhile, thecombination of human resource development in rural areas of our province actually,looking to the poor rural areas of Heilongjiang Province HRD useful inspiration and reference.The fourth part of Heilongjiang Province Rural Human Resources Developmentand the problems in-depth analysis of the proposed development of human resourcesin rural areas face difficulties and problems, including inadequate investment inhuman resource development in poor rural areas lack of systematic, governmentguidance and regulations ineffective barriers as well as rural peasants suffered aserious brain drain and other issues.Section V presents the development of human resources in rural areas ofHeilongjiang Province countermeasures. These measures include: updating theconcept of poverty alleviation and development in poor areas, the transformation ofthe ideological and moral quality of poor farmers to improve poor farmers involved inhuman resource development enthusiasm, build in poor rural areas such as humanresource development system.
