Strategic Performance Evaluation System Design For Beijing Join-Cheer Software Co., Ltd.

In this paper, I used the theory of strategic management theory and the Balanced Scorecard theory to design a strategic performance management system for Beijing Join-Cheer Software Co., Ltd (BJCS).At the beginning, BJCS is a small software company, after nearly a decade of development, BJCS rapid development over a medium-scale enterprise groups. In the meantime, BJCS’s corporate strategy experienced a series of development and change. In the new environment, how the enterprise performance management strategy is a very important problem. BJCS is now proceed with a critical stage of strategic transformation, but BJCS is lack of a comprehensive corporate strategy and research analysis, also lack of effective corporate strategic performance management tool. This paper is to solve this problem and the enterprise’s proposed solutions.This paper analyzes the basic situation of BJCS’s experienced major stages of development, and the challenges faced by BJCS, and how to solve the main problem. Then, this paper use the PEST analysis methods, five forces model, SWOT analysis method to analysis the BJCS’s internal and external environment and operating conditions for a comprehensive and detailed analysis, resulting in the establishment of the company’s overall business environment and competition.After the analysis the business environment, this paper uses the Balanced Scorecard Strategy and KPI methods to build a strategic performance appraisal system for BJCS. Through this system, BJCS will decompose into its overall strategic objectives finance, customers, processes, and learning and growth in four areas. This paper further proposes how to implement the methods and procedures of the system, and further pointed out the possible problems and solutions.
