Since the reform and opening up,the number of urban residents has increased rapidly.Chinese government has invested a lot of energy and support on the city's development and construction.With the improvement of living standards of urban residents,residents'demand for urban quality of life and public infrastructure construction and other growing demand.Municipal infrastructure construction,an important part of urban construction,it's inseparable from the quality of urban residents life.City pipeline construction belongs to the municipal infrastructure construction.With the increase of urban population,the traditional mode of urban pipeline management has been unable to achieve urban construction and residents demand.Therefore,in order to solve the management of urban pipelines and ease traffic congestion and other issues,Urban Underground Comprehensive Corridor conform to the development of the times arises spontaneously.Urban underground integrated corridor in city is also say "utility tunnel "or"integrated tunnel".Complete urban underground pipeline system can be established through the urban underground space for reasonable planning.Urban underground integrated corridor has obvious benefit and urban pipelines can be managed scientifically and effectively.Which can improve the status of urban waste and reduce environmental pollution targets.At the same time,the integrated corridor can also expand the underground transportation space,solve the problem of traffic congestion caused by the sudden increase of population in recent years,so that the convenience of urban residents,to a certain extent,reduce the local government's financial pressure.It's primary choice about pipeline management model in first and second tier cities.However,due to the large number.of urban integrated corridor projects,if as other infrastructure construction only rely on local governments to provide funds,will not be able to meet the needs of integrated corridor construction funds.Especially urban integrated corridor has a long profit period,the cost of easy to sink and other special properties,It's make their own development can not rely on government investment.In recent years,PPP model reflects a very strong investment and financing advantages in China's urban public infrastructure construction,the PPP financing model and the combination of urban and underground integrated corridor construction,just to solve the urban corridor project construction funds shortage and many other problems.Although the PPP model contains multiple advantages,it still exists more participants,structural complexity and other financing risks.Therefore,in order to make the urban underground integrated corridor in the PPP mode of rapid construction and development,the primary task is to urban underground integrated corridor in the PPP mode of financing risk to conduct a comprehensive and systematic identification and analysis.Combined with the corresponding financing risks,author puts forward efficient and scientific risk management proposals,so as to promote the urban underground integrated corridor project in the PPP mode of improvement and progress.This paper studies the current situation of urban underground integrated corridor project under the PPP mode in China.Systematic and comprehensive in-depth identification and analysis the overall risk of financing subproject,construction subproject and production operation subproject..The overall risk and segment risk of the three are summarized,compiled and compiled into tables to determine the risk level and make the data display easier to-compare.Through the identification and analysis results,it can directly reflect the close relationship between the risk of urban subway integrated subway project financing and the risk of subproject and the risk of production and operation subproject in PPP mode.This paper highlights the necessity of the research on the financing risk of the urban underground integrated corridor PPP project in the construction period and operation period.According to the identified PPP mode,the risk of city pipe corridor financing risk and undertaker are divided and further confirm the project financing is closely related to other sub project stage.In the evaluation of financing risk,this paper studies the successful case of PPP project of the underground comprehensive pipe gallery of Shijiazhuang Zhengding New District.The statistics,analysis and expert consultation of the case-related data,as a result of the construction of Zhengding New District Corridor PPP project financing risk three-level index system.The AHP analytic hierarchy process is used to calculate the weight of the three-level risk index system,The required factor set,weight set and comment set of the fuzzy comprehensive evaluation model are constructed and the fuzzy comprehensive evaluation matrix is established.Through the first-level,the second-level and third-level fuzzy comprehensive evaluation,the financing risk level of the urban underground integrated corridor project in Zhengding New District of Shijiazhuang is calculated and the evaluation result is more objective.According to the case of financing risk,author puts forward a series of targeted and innovative financing risk management advice.So as to avoid and prevent the risk of financing and reduce the loss to the greatest extent in our city underground pipe gallery under the PPP mode.
