Training transfer is an important part of the training management, also is the main bottleneck of the current human resources development. The ultimate goal of training is from only to help employees increase knowledge, to extend to change work behavior, and improve individual and organizational performance etc. So the training transfer becomes the key to realize the training objectives. This paper studies the influence factors, and attempts to establish training transfer’s mechanism, to provide the theoretical and empirical basis for organizations to enhance the effect of training.Based on literature reviews, the research links achievement motivation, training transfer climate with Kirkpatrick’s training evaluation model and builds a model of achievement motivation, training reaction and training transfer climate-learning effect, work behavior-individual performance improving, to combine of qualitative and quantitative research methods. With the software of SPSS20.0 and AMOS20.0, the theoretical model was tested by a data sample collected from 217 persons from the aspect of reliability, validity, correlation and structural equation. Results are as follows. First, achievement motivation, training reaction and training transfer climate have a significantly positive effect on learning effect and work behavior; second, learning effect and work behavior have a significantly positive effect on individual performance improving; third, achievement motivation, training reaction and training transfer climate are the influence factors on training transfer. They have a direct effect learning effect and work behavior, and then affect individual performance improving.Based on the result of the empirical study, the research establishes training transfer’s mechanism on the end of this paper. First, the paper establishes the incentive mechanism to stimulate employees to realize their behalf and their values. Second, the paper tries to establish the strengthening mechanism, including perfecting training system, training transfer climate and learning organization. Third, institutional constraint and responsibility constraint are formed in the constraint mechanism. Forth, it includes expedite channels to communicate and records about training trace and feedback to form into communication and feedback mechanism to know the difficult in the process of training transfer and improve the conversion efficiency.
