The Research Of The Basic Endowment Insurance System Of The Flexible Employees

At present, China is facing the server challenge of employment. Employment situations are becoming gradually stern. Because of industrial restructuring and globalization, market competitions are becoming aggravating. Flexible employment is enlarging. With the development of flexible employment, flexible employees have become large scale social group, which can't be neglected. The question of the social security for the flexible employees is becoming outstanding. Based on the domestic situations of the China and the lessons for other countries, the thesis comprehensively approaches the question of the social security for the flexible employees by analyzing the feature of the flexible employment and flexible employees. The endowment insurance is taken as a example. Base on these analyses, this thesis put forward some recommendations about completing social security systems of the flexible employees and has proposed the concrete approaches to consummate basic endowment insurance of the flexible employees in our country, through analyzing the difficult of the present basic endowment insurance, and synthesizing the merit of the basic endowment insurance of the various typical area.The concrete approaches include as follows: Establishing the basic endowment insurance system based on the individual insurance, the flexible and multi-scale insurance payment cardinal number and the insurance payment method, the unifiable and invariable payment proportion, the fixed payment time and place, the unifiable payment standard, the subsidy policy of the low income flexible employees, and the liquidity endowment insurance fund and so on . The management and the surveillant should be changed either. The concrete manifestation is as follows: opening the individual service windows, establishing the suit department, strengthening the supervision, establishing the bank service , and the inquiry service, and the verification system in view of the subsidy policy, practicing in the individual declaration system and so on.But, the above approaches are insufficiently. Therefore, this thesis proposes the measurement of the basic endowment insurance policy that can consummate the flexible employees. First of all, depending upon the legal regime to maintain the flexible employees'rights prevent the minority policy congenial phenomenon. Next, increasing the flexible employees income and urging the flexible employees senate to the insurance to decrease the fiscal subsidy of the government. Finally it is to enhance the working efficiency though constructing the endowment insurance computer information network in the nationwide, simultaneously enlarging the basic endowment insurance propaganda dynamics, expanding the basic endowment insurance coverage diligently.In brief, the basic endowment insurance is the fundamental system to relieve the present endowment worries, and to urge the society harmony, and to maintain the endowment employees welfare rights . It is not only correlating the vital interest of the endowment employees, but also directly influencing the continual and healthy development of the economic society, Therefore, this thesis put forward to the point that unceasingly consummating present basic endowment insurance system can adapt the endowment employees'and the economic society.
