Entering the21st century, with China’s accession to the WTO, the reform of the greatest progress unceasingly thoroughly and socialist modernization of booming development, Chinese government also is in reform and adjustment stage, the focus of people more stays in the reform, the function, the agency problems and adjust to improve the government management, improve the management level and not given full attention, though some of the government’s public sector has started out in the process of management department, but in the incentive mechanism of incentive, content, operational mechanism and system arrangement system implementation process problems. Therefore, how to explore the incentive mechanism of western theory of localization, to develop a system of Chinese characteristic, suitable for the local department of incentive theory, practical for the public sector management level, and has important theoretical and practical significance.Based on X-ray, municipal bureau of statistics for the research object, by the analysis of the current management and found in its incentive problems are analyzed, and ask her why these problems, and attempt to propose the operable Suggestions in practice, adopted rectification, empirical analysis, combining normative analysis using public management knowledge, analyzes on the problems existing in the personnel incentive, by "achievement motivation" this method to improve the management of department, improve performance, in order to better service for public.
