China’s national economy has achieved remarkable achievements since the reform andopening up20years ago. The Central government has issued a series of “No.1Document“which stressed the necessity to support agricultural development and farmers’ income, andgreatly promoted the development of the agriculture and rural economic. However, relative tothe development of economy, the development level of agriculture and rural economicrelatively lags behind, and the income gap between urban and rural residents is widening.Since the construction of new socialist countryside, the country has put a massive fiscal fundinto the rural public products field; however, many rural areas appeared the shortage of publicproducts supply. The reason of the problem is not only about the shortage of investment, themain reason lies in the low efficiency of rural public investment. In addition, the structuralinconsistency between China’s special national conditions of the large rural population and thelimited financial resources contributed to the low efficiency of rural public investment.Therefore, in the case of the limited rural public investment, it will be very important toallocate the limited public fund reasonably, to use the limited fund in the emergency publicgood, and to use funds for public construction efficiently.According to the needs of the performance evaluation, this passage will choose the scale ofrural public investment, the satisfaction degree of the farmers to rural public investment andfarmers income growth as evaluation target, then establish a set of multi-objective analysismodel and use SPSS16.0to carry on regression analysis to determine the influence factors ofthe rural public investment. Next, this paper will use the method of factor analysis toscreening the factors which have significant impact on overall performance factors. Finally, Iwill establish the scoring system of rural public investment performance draw the relevantfactor score to set up theoretical basis for government investment direction in the future.By establishing the multi-objective analysis model and the regression analysis, this paperargues that there are two factors which affect the scale of rural public investment, mainlyinclude: the distance from the village committee to the township government and the distancefrom the village committee to the nearest road. There are eight factors which affect the degree of farmer’s satisfaction,they are: rural roads,preschool education and basic education, livingenvironment and environmental management, medical and health care, television andtelecommunications infrastructure, cultural entertainment, social security (pension, benefits)system and basic government services. There are four factors which affect the income growthof the farmer’s: the proportion of non-agricultural industries, geographic location, basicfarmland water conservancy infrastructure and agricultural science and technology service.This passage then carries on comprehensive analysis by factor analysis method after screeningout the effective influence factors, sets up the scoring system about the performance of ruralpublic investment and computes the factor scores. The scores are as follows: the score of therural public service factor is35.92,the score of the infrastructure factor is19.78, the score ofthe location factor is19.78and the score of the rural environment factor is19.28.
